Brief description of work justifying award of the medal (No posting details)

Dr. S. Bascarane, Inspector of Police is hailing from Pondicherry Town was born on 24.08.1965 and enlisted as SI of Police on 08-07-1991. After his Basic Training, he had successfully completed Police Commando Course at NSG, Manasor, Hariyana followed by Sharp Shooting Technics at Tamilnadu Police. He was qualified with B.Sc Chemistry, PG in Chemical Processing, Instrumentation & Control, PG in Chemical Processing Instrumentation and Control, MHRM, M.Phil (Management), Ph.D in HR Management. Likewise, Police Department has trained him as Police Commando at NSG, as Computer expertise with Cyber Training at SVPNPA / NCERT, New Delhi / NIC / IB New Delhi, Vigilance and special training at IB, New Delhi, etc.

• SI of Police: Out of 15 years of service, he has served as SHO in all sensitive Police Stations like “Mudaliarpet, Grand Bazaar, Muthialpet, Bahour, Thirukkanour, Thavalakuppam, Orleanpet”. He has also served as Secretary to IGP & DGP and Other Unit like Special Task Force, FRRO, Special Branch, HG, Chief Stores including deputation to Vigilance and Anti-corruption Unit. His dedicated contribution had gained from public & all corners in Puducherry UT.  He was instrumental in solving unsolved cases like “Jail Murder Case”, Fake RC, etc. His contribution in VAC like Fake Document (Land Grabbing), Registration, Cooperative Crime Investigation, his article in Hindu on Procession & Dispossession of Land are notable. He was trained in Trap lying by IB, New Delhi. Likewise, he was instrumental in IT Projects of Police Department CCIS, CIPA projects etc since 1992. He was instrumental in introduced LIC Group Insurance Scheme for Police while working as Secretary to IGP

• Inspector of Police: He has worked as Circle Inspector in Grand Bazaar, Villianour, Muthialpet, Orleanpet circles. Likewise as Inspector in Special Branch, CRB, STF. One of his remarkable investigation as Inspector STF is that, based on the confidents he had gained from public & all corners in Puducherry UT his intelligence collection and application of scientific knowledge on Photography, drilled the strong evidences in an organized way and identified the accused persons and the car utilized in the “Marvadi Murder Case” of Orleanpet PS. This case was solved after more years till accused volunteered their confession and properties were recovered.

• MITRA SOS Application: He has designed and developed MITRA SOS Application for Women Safety launched by HE the Lt Governor in 28.01.2016

• Grievance Redressal Officer (GRO) to Lt. Governor then elevated as Chief Grievance Officer (CGO) at Rajnivas Secretariat following his multi-professional attitude and Out-Standing performance. He had gained the confidence of Dr. Kiren Bedi IPS (Retd), Hon’ble Lt. Governor. HE has appreciated by issuing Hand Written “Commendation Certificate” during At Home Function in Rajnivas.

• His contribution during COVID Pandemic “Lock-Down” assisting HLG in creating Public awareness, bridging Community with NGOs, ERSS @ CCR, DM & Health Service by making daily field visit to Hospitals etc.

• CDC SP (Wireless):

·       Digitalization of Wireless - Out of his technical ability, he has contributed for Hybrid Network of VHF with IP. Made trial mode and submitted an “Article” to ERSS Project Coordinator at Women Safety Wing, MHA and got appreciated. The model he made incorporating VHF Communication as “Despatcher” in ERSS Dial 112 Application designed by C-DAC was appreciated by C-DAC. Now is model is being executed in the Phase-II as revised DPR Version 1.3 of the project in Puducherry UT connecting all the 4 Regions under “One-Roof”

·       ***ERSS: Women Division, HHA has appreciated his Contingency Plan executed for the non-stop functioning of ERSS in Puducherry Police during pandemic. MHA as shared his model to all States / UTs

As SHO / SI / Web Officer / Inspector / CI / GRO @ CGO to Lt Governor, CDC SP Wireless & Control Room, he had incorporated his professional tools and tactful professional knowledge gained through various trainings given from Police Department and his own higher education after joining the service. He is one of the best Liaison Officers and Outstanding Roll Model Police Officer executing the concept of “COMMUNITY POLICING” with willful adoption. He had made his impression depicted wherever he is posted. Based on his performance, he was already awarded Governor Police Medal in 2005 and PM Medal for Meritorious Service in 2017.

Multi-professional progressive ability:

• He was instrumental in the various IT projects of Police Department since 1993 to till date assisting in CCIS, MILS, Police Website Management, Video Conferencing facility connecting all 4 regions, CIPA, Pay Bill, PIS, eHRMS, CCTNS, ERSS, etc

• Police Website: He has designed and developed “Puducherry Police as directed by the then IGP in synchronization with NIC Guidelines and later designated as Web Officer cum Website Data Manager which was initially with Computer Section of Crime Record Bureau (CRB).

• ***Digitalization of Police Wireless: He was instrumental in establishing Hybrid VHF connectivity bridging VHF & Internet connecting Puducherry, Karaikal and Mahe on test mode whereby it connected even Walkie-Talkie communication successfully as backbone communication contingency standard. DD, DCPW, MHA has appreciated it during their visit to Puducherry and shared the model in the “National Communication Standard” norms for digitalization.

• His own - IT Projects for Puducherry Police: Out of his own interest, he had designed and developed

• Modern Integrated Police Control Room Project incorporating Dial 100, Vehicle Tracking and CCTV Wireless network during the year 2005 is an outstanding contribution and shows his involvement in foreseeing SMART POLICING concept well earlier.

• Online Non-Conviction Certificate to be uploaded after audit by NIC is also highly appreciated.

• MITRA – Panic Button Mobile SOS app for Women and Child safety was designed and developed by him during 2013 proving his dedication on Police Community Service launched by Hon’ble Lt Governor of Puducherry. *MITRA is the 1^st Mobile application of Government of Puducherry & Police Department.

• He instrumental in the specially entrusted MMP projects such as CCIS, CIPA, CCTNS, Child Tracking, Safe City Project in Modern Integrated Police Control Room etc

Resource Person:

• He acts as Resources Person to “Seminars / Workshops / Conferences” conducted in departments of Management / Electronic & Communication / Criminal Law and Cyber Crime in various colleges including Puducherry University, PEC & Law College.
