INTRODUCTION

 

          This unit periodically advices the administrative superior officers of this department on Administrative proceeding incorporating all government Administrative regulations time-to-time promulgated by the government and judiciary. This unit governs administrative functions of Puducherry Police and service related matter of all Police personnel such as process of recruitment, promotion, salary payment, budget allocations and its utilization, maintains the service records of all police personnel including disciplinary actions etc are governed by it.

ESTT . I. A SECTION

OFFICE SUPERINTENDENT

A2 Unit :-      UDC.

  1. Filling up of posts of ASIs, SIs of Police, Inspector of Police  direct recruitment / promotion.

  2. Offer of appointment, initial fixation of pay in respect of above staff.

  3. Basic training in respect of ASIs, SIs and Inspector of Police. 

  4. Declaration of probation, inclusive extension of probation in respect of above staff.

  5. Finalization of seniority list in respect of ASIs, SIs and Inspector of Police.

  6. Confirmation of incumbents in the grade of ASIs, SIs and Inspector of Police.

  7. Maintenance of rotation and reservation roster in respect of ASIs, SIs and Inspector of Police.

  8. Amendment of RRs in respect of posts related to this Unit.

  9. All matters and ACP pertaining to the post of Head Constable.

 

A3 Unit :-      Assistant.  

  1. Filling up of all wireless wing posts and Driver in the Department by Direct Recruitment and by Promotion and their related works.

  2. Maintenance of Post Based Roster and other relevant records relating  to posts dealt by this Unit.

  3. Matters related to the ACP of wireless posts and Drivers.

  4. Deputing to Basic Training of all the recruited Police Technical Personnel on initial appointment in each cadre. 

  5. Preparation of tentative and final seniority lists of all wireless cadre posta and Driver posts.

  6. Grievances / Representations of all wireless Police Staff and Driver and reply thereof.

  7. Amendment of RRs to the categories of posts of this unit.

  8. Reply to Assembly and Parliamentary Questions  relating to this Unit.

  9. Furnishing of materials & files to the court cases related to this Unit.

  10. Other miscellaneous subjects relating to this unit other than mentioned herein.

A4 Unit :-      Assistant.

    1.   Creation of new posts, continuance and conversion of temporary posts into permanent ones in all cadres.

    2.   Convening of DPC for SPs and furnishing of requisite materials thereto.

    3.   All service matters of Gazetted Officers including pension, deputation and maintenance service books including their ACP.

    4.   Public Accounts Committee and Estimate Committee and related matters.

    5.  All policy matters and maintenance of stock file.

    6.   Particulars of sanctioned strength of the force and furnishing vacancy position.

    7.   All matters related to Reorganization of the Police Force  including Padmanabaiyah Committee Report.

    8.   Declaration of DDOs, Cadre Review and Audit matters.

    9.   Creation of new cadres and framing of RRs to the newly created posts.

   10.  Furnishing of materials & files to the court cases related to this unit.

A5 Unit :-           Vacant

 

  1. All correspondences relating to the Service matters of other technical posts except wireless wing and Driver i.e. Mechanical     Unit, Electrician & Helpers, Stores, Photography Unit, Finger Print Bureau, Carpentry Unit, Marine Police, Artists, Junior Reporter, Band Unit, Buglers, Armoury and computer centre.

  2. Attending to grievances of the above posts and the related correspondences.

  3. Filling up of all Part Sanitary Employees and all service matters relating thereto.

  4. To assist H3 Unit.

  5. Typing / Computerization works of this section.

  7. Any other works assigned by the section head.

Important Note :-  

   1.  Matters connected with Court Cases in service matters will be by the DE Section. All units should produce relevant files to

        DE Section and render all assistance in court case if needed.  

   2.    All files should be submitted through the Section Supdts. to the Unit Officers.  

   3.   Personal registers should be closed and put up in the first week of every month with the list of pending cases.  

   4.    A current even if not connected with their allotted subject, if marked by the section Supdts. or Unit Officers to a particular

          seat,if should not be refused at Dak Stage, but should be received and put up with a note to the Unit Officers through Supdt.

          justifying his stand that the paper not connected with his assigned subject.  

   5.    The assistants for whom subjects are changed shall handover all the related files to the new assistant and render all helps.
