INTRODUCTION
The Home Guards Organization was started in the Union Territory of
Puducherry in October, 1965, Initially, only government servants who
volunteered to join the organization were enrolled. Subsequently in
1975, the Puducherry Home Guards Rule, 1966, was amended suitably
allowing enrolment of unemployed youths also with a view to providing
employment opportunities to the young and educated men and women.
The Home Guards
organization is purely Voluntary Organization. It is an auxiliary
force to the Police. It is functioning under the general supervision
and control of the Commandant General of Home Guards.
The Home Guards
are being absorbed on various department such as Police Department,
Jail Department, Fire Service etc. Members of the Home Guard shall
receive Duty allowance (Honorarium), Parade allowance and Washing
allowance.
ORGANIZATION OF HOME
GUARDS

The Director
General of Police is the Commandant General of Home Guards for the
entire Union Territory of Puducherry.

The Senior
Superintendent of Police (C&I) is the Commandant of Home Guards for
the entire Union Territory of Puducherry.

The
Superintendent of Police (Home Guards) is In-charge of Home Guards
Units for the entire Union Territory of Puducherry.

FUNCTIONS AND DUTIES
(1) It shall be
the duty of every Home Guard to assist in the maintenance of peace and
tranquility of the State, to inculcate the habit of self-reliance and
discipline and to develop sense of civil responsibilities among
citizens of the state and to assist in the maintenance of essential
services for which these volunteers may be trained specially.
(2) Subjects to any general or special orders of the
Commandant-General the Home Guards may be required to perform all or
any of the following duties.

Manning
traffic points;

Service of beats and night patrols;

Collection of information and intelligence.

Service of summons;

To allay panic organize rescue work, provide relief
measures, organize fire fighting and
-
To have functional units to provide essential services such as Motor
transport, pioneer and engineer groups, fire brigades, nursing and
first aid, operations of water and power supply installations
etc.
(3) A member of the Home Guards constituted for any area shall be
liable to serve in any other area in which the Act is in force.
