INTRODUCTION:

                The Police administration of the Union Territory of Pondicherry including the territorial Special Branch which dealt with security related matters was first organized in 1956, after the DE JURE from the erstwhile French Government and then in 1965 following the Shetty Commission’s Report.  In view of the security scenario of the country and of the threats to VVIPs / VIPs / PPs, the security and the intelligence related works were bifurcated creating a new cell styled as “SIGMA (Specialized Intelligence Gathering Machinery) in two phases on 10.11.2000 and 19.12.2001.  This new cell was further divided into two units namely SIGMA – Security and SIGMA -Intelligence to be run by a Superintendent of Police each.

Topography and Location

              The office of the Superintendent of Police (Security) is located at the Second floor of the CID Complex, adjacent to the Police Headquarters.  The SIGMA (Intelligence) is attached with Special branch Unit. These offices are surrounded by the Beach Road on East, Dumas Street on West, Caserne Street on North and existing residential Ashram buildings on the Southern Side. The prestige and special features of Pondicherry Town are beautiful and clean beach road, straight 220 criss-cross road meeting the four boulewards of the town embellished with Sri Aurobindo Ashram, Raj Nivas and French heritage buildings including the French Consulate Office.

Note on the SIGMA (Security)  Unit 

            The Criminaire, New Delhi have advised the State / Union Territories to set up a Specialized Intelligence Gathering Machinery and the Intelligence Bureau in their Circular Memorandum vide No.60/US/94(1)B; dated 26.10.94 and No.60.60/US/98(1); dated 02.06.99 and the Special Director, Intelligence Bureau, Ministry of Home Affairs, Government of India in a D.O. Letter No.60/US/94(1)-B(1); dated 27.01.1995 stressed the need for establishing the SIGMA Police Unit.  The necessity had, thus come to form “a separate security force in this Union Territory comprising of personnel especially trained in security duty”.  It is worth to be mentioned here that the Security cover is required for VVIPs like the President of India, Prime Minister of India, the Vice President of India, Home Minister / Deputy Prime Minister of India and the Persons falling under the categories of Z+, Z, X and Y.  The security cover is also given to local VIPs such as the Lt. Governor, Chief Minister, Speaker, Deputy Speaker, Minister for Agriculture, Minister for Education, Minister for Health & Welfare, Minister for Athi Dravidar Welfare, Minister for Tourism & L.A.D. of the Legislative Assembly of Puducherry.   In addition to the above Security provided (1) Thiru. R.V. Janakiraman, State Convener of DMK and Former Chief Minister of Puducherry and (2) Thiru. N.I.T. Narayanasamy, M.L.A., Villianur Constituency, (3) Thiru. P. Rajavelu, Ex-Minister, Kirumampakkam Constituency and  (4) Thiru. K. Uthirapathy, Member / Secretary Legal Services Authority, Puducherry formerly Sessions Judge for Bomb Blast Cases at Coimbatore.  SIGMA(Security) is deputing Bomb Detection Squad to all the Threat Calls to assist the Local Police in detecting the explosives.  The SIGMA(Security) staff are being deputed to all the important festivals, functions and VIP visits Karaikal, Mahe and  Yanam regions as and when required. The changing security scenario in and around this Union Territory including its other far-lying regions namely Karaikal (near Nagappattinam in Tamil Nadu), Mahe (Kerala) and Yanam (Andhra Pradesh) consequent on the dastardly attack on National leader Rajiv Gandhi by LTTE, the bomb blasts that occurred at various places at Tamil Nadu, activities of left extremist and fundamentalist groups in the neighbouring states, the tightening of vigil over LTTE, in this Union Territory justified the immediate necessity to form the SIGMA. Security unit in this UT of Puducherry.

               The Government of Pondicherry vide G.O. Ms. No.62; dated 10.11.2000 and G.O. Ms. No.49; dated 19.12.2001 created the following posts for SIGMA Security

DUTIES AND RESPONSIBILITIES OF SIGMA (SECURITY) UNIT

SIGMA Security Unit:- 

1. Providing Personal Security Officers to accompany VVIPs / VIPs / PPs

2.Providing of Ring round duties to VVIPs / VIPs

3. Providing of Pilot and Escort for VVIPs / VIPs / PPs

4. Providing of Security Cover to officials and dignitaries who faces threat

5. Conducting Anti-Sabotage check at function places,  places of stay, helipad and places of visit of VVIPs / VIPs and high risk category personnel

6. Screening of persons associated with various functions attended by VVIPs / VIPs for the operation of various devices like door frame metal detectors, hand-held metal detectors, etc.,

7. Verification of characters and antecedents of persons who are residing along the route, places of stay, function place, etc.

8. Deployment of spotters duty to other States and UTs

9. Providing guards at the place of stay of VVIPs / VIPs / PPs, etc.
