TOPOGRAPHY

          Special Branch unit of Puducherry and its attached FRO/SIGMA Intelligence units are functioning in the CID Complex, Goubert Avenue, Beach Road, Puducherry occupying part of Ground Floor for FRO unit, part of 1st floor for both SB and Sigma Intelligence unit.   

INTRODUCTION  

          During 1956, this unit was formulated to act as “Eyes and ears” of Government.  The very word “EYES AND EARS” refers to its various types intelligence, it feeds to this Department/Government both on internal and External Security relating to U.T of Puducherry, which are evaluated and incorporated in government policy formulation to maintain this U.T’s Growth, Peace and Order.  This unit covers the various avert/covert activities of all Politics/Religious/Communal /Trade Union/ Association / Fundamental Outfits / Left Extremist / Terrorism / NGO / Banned Organization/Government Servant Unions and its active personalities.  This unit also liaises with the above wings on behalf of Government to suit the time-to-time requirement on various issues as directed by this Department or Government.  This unit had established its branch at Karaikal and Mahe regions of this U.T to ensure proper coverage.

PRESENT STATUS:

          Following the fast developments on various sectors in the U.T. of Puducherry results in the raise on threat to Internal / External security increasing the workload of Special Branch. In this regard and incompliance to the advise of IB / MHA on the proposal to form “SIGMA” was agreed. SIGMA represents SPECIALIZED INTELLIGENCE GATHERING MACHINERY. This department had created SIGMA Intelligence & SIGMA Security units in two phases during 2000 and 2001. The workload of Special Branch was re-allocated by way of sharing it to the new units. 

          Accordingly Special Branch covers the activities of Political / Trade Union / Service Organizations/ Associations / Religion / Labour Communal / NGOs and its activities and other sensational issues time to time specified by this Department / Government.   

      Sigma Intelligence headed by one SP to cover the intelligence on the activities of Fundamental Outfits/ Terrorists / Left Wing Extremists / Banned Organizations and other relating issues on Internal / External security time to time specified by this Department / Government U.T. / INDIA.  At present SP(SB) is looking after as additional charge.

      Sigma Security headed by one SP to cover the security to VVIP / VIP / PP etc against the activities of Fundamental Outfits/ Terrorists / Left Wing Extremists / Banned Organizations and other relating issues on Internal / External security time to time specified by this Department / Government U.T. / INDIA. 

        Activities of SB / SIGMA Intelligence / FRRO is tremendously increasing due to urbanization in Puducherry Region with best development in all sectors, inviting settlement of other state population including movement of foreigners.    

        Development programmes of the Governments widened inviting number of professional colleges, university, extension of port, extension of Airport, new satellite town, entertainment centers, Hotels, IT Zone, Special Economic Zone, Industries, raise in political / trade union / Association / NGO sector and their activities etc.

          No strength, office building and Phone. SI PCR Cell is looking after the work of Special Branch as additional charge.

SUBJECT COVERED UNDER THE MAJOR HEADS:

1. Activities of political parties, groups, associations,  institutions and their affiliates – conduct  and movements of office bearers of political parties – mobilization  of  financial and other resources by  parties – maintenance  of  spheres of influence among various sections of  society – standing  of political parties in  public eye – implications  of political activities for law and order.

2. Trade unions and labour organizations, their formations, party affiliations, activities, extent of influence, strength of unions / organizations, labour movements and unrest.

3. Voluntary organizations and their activities, party affiliations, extent of influence,    office bearers and membership – their linkages with organizations.

4. Youth activities and movements, student organizations and their activities,  party affiliation, extent of influence – office bearers and members.

5. Religious and Communal organizations – their activities, funding, political and other affiliations.

6. Social and economic developments having a political bearing-issue that   affect law and order.

7. Scrutiny of newspapers, periodicals, pamphlets, party literature, etc., to determine whether they contain any objectionable matter which may incite any community or religion in particular.

8. Conduct of character and antecedent verification on government servants and other applicants from time to time referred by Government on grounds of infiltrations, loyalty, reliability, crime involvement, etc.

OTHER ACTIVITIES:

1. Conduct of miscellaneous enquiries referred for cases from time to time by superior officers and Government including character and security verifications of both Government & Private.

2. Collection of intelligence relating to any sensitive rumours and items published in newspaper/pamphlets etc. affecting the interests of Government or likely to disturb public order or enmity on communal / racial / religious / regional/ linguistic political grounds etc. or from Internal / External security angles.

3. This unit covers security arrangement at Raj Nivas and Legislative Assembly.

4. This unit will inform IGP Puducherry and Government on all matters attracting political and public sensitivity importance through SSP(C&I) and directly without delay for the purpose of preventive measures.

5. To directly liaise with Central and State intelligence agencies for sharing of intelligence, in the interest of the Government of Puducherry and India.

6. To transmit promptly, the processed important information to IGP directly and through SSP(C&I) time to time.

7. To transmit processed important information / Intelligence directly to SHOs, SPs and other field officer to enforce necessary preventive measure concerned with the maintenance of Law and order to ensure public peace and tranquility of the U.T.

8. To prepare periodical reports and any other special reports required by Government from time to time or any other special matter.

9. To conduct secret enquiries on such matters as may be required by IGP or Government or any state / Central intelligence agencies functioning under MHA with due intimation to IGP and SSP(C&I).

10. To render assistance to Law and Order machinery for criminal investigation request or under public interest as directed by SSP(C&I) / IGP.

REPORTS TO GOVERNMENTS

The Superintendent of Police, Special Branch, is authorized to send the following reports direct to the Government:-

a)   Daily Synopsis along with news paper cutting

b)   Daily situation Report

c)    Monthly report

Annual report will be put up to the Senior Superintendent of Police for approval and submission to the Director General of Police.

          Monthly reports are sent to the Chief Secretary to Government, Puducherry through the Director General of Police.
