 TOPOGRAPHY 

        Criminal Investigation Department of Puducherry Police having jurisdiction throughout the Union Territory of Puducherry was set up in the Police Head Quarters Puducherry on 19.05.1967 vide order No.A1/681/672(2), dated: 19.05.1967 of Home Dept, Puducherry . 

 

          The CID Police Station is functioning at Iyyanar Kiol Street, Iyyanar Nagar, Orleanpet, Puducherry.

 

         The Union Territory of Puducherry contains four packets namely 1. Puducherry  Region enclaved by Villupuram District and Cuddalore District of Tamilnadu, 2. Karaikal Region enclaved by East Tanjore District of Tamil Nadu.  3. Mahe Region surrounded by Cannore District and Calicut District of Kerala and Yanam Region surrounded by East Godavari District of Andhra Pradesh.  The CID Unit is functioning under the immediate control of the Superintendent of Police (CID), Puducherry  and under the overall supervision of the   SSP(C&I), Puducherry .  The CID Unit is registering cases directly on such cases besides the cases being transferred to CID Unit from various Police Stations for further investigation on the orders of Inspector General of Police, Puducherry , since such cases require sustained and elaborate investigation.  The CID Unit is also taking action suo-moto under the various provisions of ITP Act, NDPS Act and Special Local and Laws.  It enjoys the power as that of all the Police Stations.

O   R   D   E   R

            The Crime Branch, CID, Puducherry is taking up investigation of certain special types of offences involving elaborate investigation.  Sometime inter regional and inter state, which the ordinary Police station cannot attend on account of their preoccupation with Law and Order and other duties.  The Inspector of Police in charge of the Crime Branch, CID or his subordinators do not have legal authority to register and investigation cognizable cases since they cannot exercise the power of a Station House Officer.  Therefore, the Inspector-General of Police has proposed that the Crime Branch, CID, Puducherry may be declared as a Police Station having jurisdiction throughout the Union territory of Puducherry under section 4 (s) of the Criminal Procedure code and the same is accepted by Government. 

            2. Accordingly, approval of the Lieutenant Governor is    hereby accorded to the declaration of the Crime Branch, CID of the Office of the Inspector General of Police, Puducherry as a Police Station having   jurisdiction throughout the Union Territory of Puducherry under the provisions of sections 4 (s) of the code of Criminal Procedure.

            In continuation of this office circular No.PA/IGP/DR/2/77, Dated: 2.5.77 regarding the cases involving juvenile delinquents and order No.124/Secy/IGP/DR/77, dated: 11.10.77 regarding the cases under the protection of civil Rights Acts, in connection with the allocation of work to CID, Crime Branch, PUDUCHERRY, it is hereby further ordered that in the following categories of cases the investigation will be taken up by the CID Crime Branch, PUDUCHERRY. 

1.         Cases of forgery;

2.         Cases of Counterfeit of coins and currency;

3.         Thefts of Govt. arms and ammunitions and illicit   trade in arms;

4.         Important cases in which Foreigners are concerned        (Including cases of        

            International Criminals and traffic in Women by Foreigners);

5.         Frauds by means of advertisements, bogus funds and    companies, personating as

            public servants,    swindling,       etc;

6.         Important cases of defalcation of public money;

7.         Cases of smuggling of opium, etc;

8.         Important gang cases;

9.         Any serious crime which appears to have a          political motive;

10.      Any other case of special importance for which the          IGP      may  decide the investigation to be taken      over by the CID.

 

The cases will be transferred to the CID Crime Branch, PUDUCHERRY from the Police Stations under the orders of the Senior Superintendent of Police, PUDUCHERRY.

O  R  D  E  R 

            The functions of C.I.D. (Crime) Branch are hereby engaged and it is divided into two sections under the overall supervisions of Superintendent of Police (Crime).

            Each section will consist of one Inspector, two Sub-Inspectors/Asst. Sub-Inspector, two Head Constables and eight Police Constables.  The two sections will register, investigate and prosecute the type of offences assigned to them. As under:- 

SECTION – I 

1.        Forgery and Counterfeiting;

2.        Thefts of Government arms and ammunitions;

3.        Trade in illicit arms;

4.        Cases involving foreigners and international criminals;

5.        Frauds and Defalcation;

6.        Offences relating to drugs and psychotropic substances;

7.        Cases involving gangs of criminals;

8.        Any other important case which IGP may decide to be investigated by the CID.

 SECTION – II 

1.        Murder for gain;

2.        Dacoit and Robbery;

3.        Theft of electrical wires from Posts;

4.        Thefts, House-Breaking involving loss of property over Rs.20,000/-.

5.        Thefts of idols and antiques. 

                        The jurisdiction of the Crime Branch will extend to the entire PUDUCHERRY region.  The Station House Officer if all PS’s/Op’s shall take the following steps whenever any offence falling in the categories mentioned above is reported:- 

  1. Register the F.I.R. 

  2. Send     immediate information to the concerned. Section of the Crime Branch through telephone  and   wireless.

  3. Record the report in the General Diary of the Police Station/Out Post to this effect. 

  4. Preserve the scene of crime for examination by   the investigating officers of the Crime    Branch.

  5.  

  6. Transfer of the investigation of the case to the investigating officer of the   Crime Branch at once.

STANDING ORDER NO: 3/88  

            In partial modification of the Standing Order No.FR/SECY/IGP/86-265, dated: 4.7.1986 of the Office of Inspector General of Police, PUDUCHERRY, the following instructions are issued. 

 1.           It has been noticed that a cases of all   categories mentioned in the above order are being transferred to C.I.D. for investigation, irrespective of the nature of their seriousness. C.I.D. being a specialized agency should be entrusted only with difficult cases or cases requiring specialized investigation like terrorist act wherein sustained investigation has to be carried out.  C.I.D. should not be dragged unnecessarily to investigate cases of routine nature. 

2.         Therefore, it is hereby ordered that hereinafter cases are to be transferred to C.I.D. only on the orders of SSP – II/SSP-I/IGP.

3.         This will come into force with immediate
