INTRODUCTION

                     

                        The Vigilance and Anti-Corruption Police Unit, Government of Puducherry was established in this Union Territory in the Year 1965 in pursuance of the Government of India’s instructions, under the charge of a Superintendent of Police and its jurisdiction extends to the entire Union Territory of Puducherry comprising the four regions namely Puducherry, Karaikal, Mahe and Yanam having the Head Quarters at Puducherry. 

                     As per the Notification No.F.35/5/65-Home dated 7th June, 1965 issued by the Chief Secretary to Government, Government of Puducherry had declared specially that the office of the Superintendent of Police (V&AC) shall be a Police Station for the whole U.T. of Puducherry.

                    In super session of this notification No.F.35/5/65 dt. 7-6-1965 another notification vide No.G.O.Ms. No.2,dt.20.11.2000 (Confidential and Cabinet Dept) was issued stating that Vigilance & Anti-Corruption unit, Puducherry shall be a Police Station for the whole U.T. of Puducherry and SP(VAC) all Inspr’s and SI’s of VAC shall have all the powers on an officer in charge of a Police Station.

As per the notification No.G.O.Ms No.1 dt.20.11.2000 (Confidential and Cabinet Dept) the Inspectors of Police VAC Unit are authorized to investigate any offence punishable under, the prevention of corruption Act 1988 except section 13,(1), (e), which shall not be investigated without the order of SP (VAC), Puducherry.

Then a separate Cell consisting of one Inspector of Police, 1 Sub-Inspector of Police , 1 Head Constable, 1 Constable, and 1 Peon known as Cooperative cell to investigate the offences of Criminal breach of Trust, Criminal Misappropriation committed in various cooperative Societies of Government of Puducherry was created in the year 1986 vide GO.Ms.No.6/Coop,/219/86 and the same was merged with VAC Police Unit, Puducherry during the year 1992 vide Order No.G.O.Ms.No.4/Coop. Puducherry dated 2.3.1992. 

The superintendent of Police (VAC) works under the direct control of the Chief Vigilance Officer of the Union Territory of Puducherry. The Chief Vigilance Officer entrusts the investigation of the following types of cases to the Vigilance and Anti-Corruption Branch:-

1.      Allegations involving offences, relating to bribery, corruption as contemplated under the POC Act.

2.      Offence of forgery, cheating, criminal breach of trust, falsification records, etc. committed by Govt. servants.

3.      Possession of assets disproportionate to known sources of income by the public servants.

4.      Cases in which the allegations aren such that the truth cannot be ascertained without making inquiries from non-official persons or those involving examination of Non-Government Records, Book of Accounts, etc, and

5.      Other Cases of a complicated nature-requiring expert police investigations.

6.      Any other case entrusted to the unit by the Chief Vigilance Officer or the Administrator of the U, T. of Puducherry.

 

NATURE OF DUTY 

            The Vigilance and Anti-Corruption police Unit has been assigned to handle investigation of the cases mentioned above. This Unit also undertakes cases of misappropriation and Criminal Breach of Trust committed in the Cooperative Societies, Puducherry. 

            Further the Vigilance and Anti-Corruption Police Unit conducts preliminary enquiries into the allegations of corruption and other malpractices of the public servants, collect intelligence about the corrupt practices of the Govt. Servants working in various departments, Municipalities, Government Undertakings. This unit also lay traps against the public Servants who accept bribe to discharge their official duties.
