INTRODUCTION:

 

"Cyber Crime Prevention against Women and Children (CCPWC) is the Government of India Project under Nirbhaya Fund with the following objective

Ø  To establish an online Cyber Crime reporting Platform.

Ø  To set up National level Advance Cyber Forensic Laboratory.

Ø  To establish Training – cum - Operational Cyber Lab for Cyber Crime Investigation and Training Programs.

 

Fund: GoI has provided Central Fund Rs. 174.75 Lakhs as tabled below.

Based on the above, Cyber Crime Cell was created in 2005 vide GO. Ms. No. 56/2015 and started functioning at CB CID PS. Cyber Crime PS was declared open on 17.11.2022 in the Multi-storied building, Gorimedu, Puducherry. Cyber Crime PS is functioning in the Ground Floor, while Cyber Lab and other instrumentations are installed at the 3rd Floor.

 

Initial infrastructure was sponsored by Indian Oil Corporation (Villianour) under CSR while instrumentation was done under CCPWC Fund. Accordingly 14 Computers, 4 Laptops, 2 Forensic Work Stations, 13 Cyber gadgets. Further requirements will will estimated as per the recommendations of I4C & BPRD

 

In addition, Centralized Monitoring System (CMS) by C-DOT for call interception is being dedicated in one room at Cyber Lab. Instrumentations like 2 Computers, Fire-wall, router were purchased under CCPWC Fund while UPS and other infrastructure works pending. Infrastructure requirements are being liaised with Mr Rajkumar, C-DOT, Chennai. PWD was already entrusted and last review meeting was conducted by DoT, MeiTY. Note-Sheet copy enclosed as annexure – C.

3.       Every complaint will be registered in then National Cyber Crime Reporting Portal (NCRP) Portal by Cyber Crime PS which extends all supports for tracking Machine to Machine / Bank Accounts / uploading of pornography etc as follows.

1.  Freezing of accounts

2.  Tracking the money transaction to other accounts

3.  Tracking mobile numbers.

4.  Track similar events by comparison with GoI database

5.  Automatic online tracking of Mobile (Stolen / Missing)

 

4.       Cyber Helpline No. 1930 handled by ERSS @ CCR functioning in the 3rd Floor of the same complex. All complaints received through 1930 & 112 are send to Cyber Crime PS and through web dispatcher (https://py.erss.in/wdt) and through Whatsapp. These are registered on the online portal https://cyberpolice.nic.in and forwarded to respective PS based on classification of offences.

 

5.       In light of Minutes of the Meeting issued by the then IGP vide MoM. No. 140/OW/IGP/22 dt 28.10.22, all cyber crimes will be handled by the respective SHO’s, if special attention is required then Cyber Crime PS will take-up or assist the respective PS. Accordingly the followings cases are taken up by Cyber Crime PS.

A.   Financial frauds related with Rs. 5 lakhs and above

B.    Cyber Crime against Women & Children. 

C.    Technically challenging cases

D.   Other complaints are forwarded to respective PS for necessary action.

 

6.       Cyber Crime Cell / PS is equipped with 13 gadgets needed for analyzing Hard Disk / Mobile Phone & memory / IP Grabber / Mobile Tracking / etc. List enclosed.

 

7.       Investigation of Cyber Crimes is as per the ACT & Rules governing it. Senior Inspector will act as SHO. on turn one Inspector or SI will hold the charge of Cyber Cell to categorize the complaints and allot the same with PC . HC / ASI / etc for further enquiry and posting the same in the Cyber Portals and then to continue the investigation.

      Practically at least SI Cyber Crime Cell / PS will attends every complaint, classifies it then allots the enquiry to the Enquiry Officers (Trained PC’s) and assist them. If and when required.  Follow-up will be by SI utilizing the Writer Section handled by 2 PC’s & 2 WPCs

  • PC’s feed the complaints in the GoI portals and

  • Refer the complaints to the jurisdictional Police Station for further investigation / enquiry.

  • Inspectors will take-up further investigation of sensitive cases and cases related to pornography, financial fraud.

  • Both Inspectors are assisted by one SI & 13 PC’s on cyber investigation utilizing GoI online tolls, analysing mobile CDRs / IMEI / IP / Mac data received from respective service providers

  • CDR request will be raised by individual Staffs (IO / EO) using their own government email ID to Cyber Crime PS email ID handled by SI.

  • SI will submit the request to TSP / ISP and provide the details for further investigation / Enquiry to ensure responsibility and data security

  • SDR & LBS are entrusted with Manimozhi PC

  • SI handles the available gadgets in extracting data / informations from the Hard Disk or Mobile phones etc seized from accused / victims during investigation assisting Inspectors (IO / EO).

 

8.       Centralized Monitoring System (CMS) for Lawful Interception & Monitoring by DoT. Instrumentations was procured. Administrative Sanction was obtained for Infrastructure and pending for Expenditure Sanction. After carrying out Infra structure works, installation will be don’t by C-DOT. Latest compliance given Under Secretary (Home)

10.     It is sensitized that Cyber Crime Cell / PS must assist every Police Stations in tracking & solving the case after forwarding the cases to respected PS for registration of case and submitting of Final report as deems fit.

11.      As Inspector are designated as Investigation Officers, if required, the jurisdictional SP’s may transfer the investigation to Cyber Crime Cell / PS. On getting the above tabled feeds, they can secure the accused and do further investigation and lay their Final Report / Charge Sheet with the respective jurisdictional courts.

12.     In the above background, it is suggested that

 

  • Cyber Desk shall be opened in every Police Station comprising of minimum 2 PC’s or 1 HC & 1 PC. These Cyber Desk officers will get the technical & lab assistance from Cyber Crime Cell / PS. These will facilitate speedy disposal of the cases received at Police Stations level and other complaints forwarded through Cyber Crime portals online. The huge pending can be disposed to the level best.

 

  • Cyber Hub: Cyber Hub will act as a Research & Development Centre for technology augmentation to support effective policing in Cyber Space. It envisages as a high tech public-private partnership Centre of collaboration for different stakeholders in the domain of cyber security and handling of Cyber Crimes in a proactive manner.

A.   It will enrich collective coordination with students, research groups, NGOs, experts (ethical hackers) aiming to provide pro-active support to solve the unsolved cases

B.    Young smart brains from the educational institutions and eminent professors will enrich the Cyber Crime Police Staff in solving the pending cases.
